Executive Master of Public Management

Master of Public Policy

 

   
  The Center for Leadership and Organizational Excellence offers opportunities for formal graduate education in the areas of leadership and management through the School of Public Policy’s Executive Master of Public Management program (EMPM).

The EMPM is a ten-course, 30-credit graduate degree program that blends public policy analysis with key leadership and management concepts. This Program also places significant attention on the development of the Executive Core Qualifications and on strengthening frameworks for decision-making, negotiation, and results-oriented implementation. The curriculum is not only intellectually stimulating and relevant to the challenges faced by today’s public and private sector leaders, but provides a freshness of perspective, allowing students to move forward in their careers with sound judgment, a clear sense of purpose, and innovative techniques.

The Program is delivered for individuals through the School’s downtown program offered in partnership with the Council for Excellence in Government or can be tailored for agency cohorts. As with all of our executive programs, CLOE will work with a client agency to tailor existing courses or develop new courses to fit specific client needs. CLOE will deliver all courses at times and locations most accommodating for agency participants and will manage all logistical issues, such as providing assistance with course registration and the delivery of course texts prior to the start of each class.

Executive Master of Public Management – Downtown Program

Beginning January 2006, the University of Maryland School of Public Policy, in partnership with the Council for Excellence in Government, began to offer the Executive Master of Public Management program (EMPM) in downtown Washington, D.C. Classes are conducted twice a week during evening hours and sessions are enhanced by numerous enrichment activities. The EMPM is at once convenient and challenging, practical and engaging.
As an Executive Master degree candidate, you will follow a carefully designed 30-credit curriculum that provides the frameworks and tools required to effectively and responsibly define, evaluate, and choose among competing policy options. Moving beyond traditional pre-career public policy program offerings, the Executive Master degree curriculum assumes a far richer understanding of organizational and political processes. More sophisticated management issues that are rarely touched upon in similar degree programs, such as results-oriented implementation, are directly addressed at length.

The Program begins once every year, in January, with a new cohort of Mid-Career Executives from federal, state, and local agencies, as well as non-profit and private organizations.

Executive Master of Public Management - Intelligence Community

UM has developed and delivers the Executive Master of Public Management Program to employees in the Intelligence Community and its contractors. All courses are delivered in a cohort format and provided directly at the client’s facility. This program is tailored for mid-level personnel engaged in federal contracting, finance, resource management, and program management. Completion of this program results in a Master of Public Management degree as well as a Certificate in Public Sector Finance and Acquisitions.

The Chinese Ministry of Science and Technology Program

UM has partnered with the Torch Hi-Tech Industry Development Center (Torch Center), Ministry of Science and Technology (MOST), P.R. China to offer its Executive Master of Public Management degree. The degree program will be delivered by UM’s School of Public Policy (MSPP) and managed by MSPP faculty and the School’s Office of Executive Programs. The Program will also incorporate the expertise of the R.H. Smith School of Business and the A. James Clark School of Engineering. The program is expected to be conducted for a period of at least five years, with the first cohort of students arriving November 2007. Students will begin the year-long program with six months in residence at the University’s campus in College Park and conclude with six months of study in China. An anticipated class of forty students will pursue the degree each year. The Executive Master of Public Management for the Torch Center is the world’s first Master’s degree program directed at research park managers.
